I thiiiiiiink this implies notifications are sorted by createdAt rather than indexedAt... which maybe means a reply with a future timestamp will get stuck

you could probably stealth-quote-skeet too, although you'd also have to reskeet the quote-skeet to have any hope of other people seeing it on your timeline

How about time bomb skeeting? You sense skeets with a future timestamp. When that timestamp is reach, then notifications are sent?
