There were 18 years left before the annexation of Crimea, and 26 years before a full-scale military invasion.

They did. The nukes don't work. They definitely haven't worked in the RU since the 90s.
The only time a Nuke is useful is when it is not utilized. It is meant to be a load bearing pillar. A talisman. Not a weapon.
Besides, there are other counterbalances in place.
